This chapter explores the intricacies of military fiscal reform, and People's Liberation Army (PLA) revenue flows and estimated expenditures. It also seeks to examine the primary data to better illuminate a very opaque subject. The chapter is divided into four sections. The first offers an overview of the official defense budget since 1949, with an emphasis on the evolution of the budget system. The second section looks at the defense budget process and system in recent years. The third section attempts to account for areas of expenditure under the official defense budget and the PLA's off-budget revenue and expenditure. It attempts to estimate total PLA revenue and expenditure. The final section examines aggregate trends.
