This introductory chapter describes the development of shopping malls in Latin America. The International Council of Shopping Centers (ICSC) stated that 326 new malls had been constructed throughout the region in the span of five years, in addition to the hundreds that had already been built. Thus, an annual Latin American regional conference was held to discuss this growth exclusively. In relation to this development, the middle class—the newest and most coveted sector in contemporary Latin American societies—were the primary driver for the shopping malls' new neoliberal policies and developments, particularly the said unprecedented boom. This showed key linkages between neoliberal urban development and consumption.
