Augusto Pinochet Ugarte arrived home in Chile to find that a man he had once imprisoned was about to become president. Ricardo Lagos, a Socialist, had defeated Christian Democrat Andrés Zaldivar to become the Concertación's candidate in the December 1999 presidential election. His opponent was Joaquín Lavín of the Union Democrática Independiente. Pinochet and his detention did not figure as major issues during the presidential campaign. Indeed, both candidates seemed to have found it rather convenient to have Pinochet out of the country. On December 1, 2000, Pinochet was formally indicted as the autor intellectual of fifty-seven killings and eighteen kidnappings during the Caravan of Death.
